A necessary condition that a polynomial (in one variable with integer coeff's)
factor completely over the rationals is that its discriminant be the square
of a rational number.  Especially for quartic and cubic polynomials are there
necessary and sufficient conditions for this?  Hopefully in terms of the
coefficients.   Comments or references appreciated.
